What is being implied in Jeremiah 17:7,8 is that we are going to feel some heat and suffer through some droughts in our lives. God will sustain us, but there is no promise that we’ll live comfortably in the meantime. In fact, this is simply a notable piece of advice from Jeremiah. He is basically saying, Life will deal you lemons, there is no getting around that fact, but if you want to turn them to lemonade, get rooted in God. At least, when you are rooted in God you have the promise that even in the bad times, you will never be separated from the love of God.
